Chris Taylor's first-half strike put the Latics on course for victory at Huish Park but Andy Welsh equalised five minutes from time for 10-man Yeovil, who had Luke Ayling sent off.
Dickov said: "There were two clear-cut penalties in the first minute, never mind the first half.
"But if you ask (officials) about it they start laughing. Obviously they don't take their careers as seriously as we do.
"Reuben Reid did some great work for our goal and Chris Taylor took his chance well.
"But it was two points lost. I knew that mathematically we needed a win but I'm not looking down. I'm looking up the table, looking to move up."
